HOUSE REPUBLICAN LEGISLATIVE AGENDA 2015 – 2016
PASSING A RESPONSIBLE STATE BUDGET
House Republicans will fight for a balanced state budget that contains no new or increased taxes or fees. The House Republican budget will be based on realistic revenue estimates and will contain no bonding or accounting gimmicks. We will ensure that the State does not downshift costs on to property taxpayers and avoids raiding dedicated funds that should be preserved for their intended use.
IMPROVING OUR STATE’S BUSINESS CLIMATE
House Republicans are committed to reducing and reforming our business taxes, which are among the highest in the nation, and reducing burdensome regulations. We will promote policies to retain existing businesses and help them grow, as well as attract new businesses, and help our private sector create new and better paying jobs.
GOVERNMENT SPENDING & ACCOUNTABILITY
House Republicans will work to reduce the size and scope of government and work to find efficiencies that will save taxpayer dollars, while working to eliminate waste, fraud and abuse. We will fight to increase accountability and transparency of all state agencies, programs, and departments ensuring they are good stewards of taxpayer dollars and work to increase legislative oversight of agency rules and procedures.
FINANCIAL RESPONSIBILITY & SECURITY
New Hampshire’s public employee pension system has one of the highest unfunded rates in the nation ($4.6 billion). House Republicans are committed to reducing that unfunded liability and reforming our public employee pension system in a way that protects current retirees, protects taxpayers, and ensures we have a solvent retirement system for future generations.
New Hampshire’s Rainy Day fund has a balance of just $9.3 million, which is not enough to run our state government for more than 2 days. House Republicans will continue to fight to increase our Rainy Day fund balance, which will bolster our State’s financial security and improve our bond rating.
PROMOTING EXCELLENCE IN EDUCATION
House Republicans will work to increase local control of curriculum and testing, and promote policies that increase parental involvement in their children’s education. We will continue to support policies that promote school choice, including preserving and expanding the Education Opportunity Tax Credit, maintaining and increasing funding for charter schools, and enabling families to home school.
We are committed to helping students focus on S.T.E.M. fields of study to help foster a new generation ready to meet the challenges of an increasingly demanding economy and job market. A well educated workforce will help attract new industry and help retain our college graduates and young professionals here in New Hampshire.
House Republicans are also committed to controlling the cost of higher education by working with the University System of New Hampshire and Community College system to ensure taxpayer dollars are applied in a manner that directly affects the quality and affordability of education for in-state students.
REDUCING THE COST OF ENERGY
New Hampshire’s ratepayers, both residential and business, already face some of the highest energy costs in the region. This hurts family budgets, increases the costs of goods and services and impedes economic growth.
House Republicans will support legislation that eliminates unnecessary mandates that increase the cost of energy production, and work with local communities and utilities to find the best way to increase the supply and delivery of low cost energy options. We will work to implement strategies outlined in the State Energy Plan (2013) that will help us ensure long-term energy security relative to supply and infrastructure.
PROTECTING AND EXPANDING PERSONAL LIBERTY
House Republicans are proud to fight for preserving and increasing personal liberty and reducing government overreach. We will ensure the 2nd amendment rights of our citizens are not infringed upon. We will also strive to preserve and protect the integrity of our elections and increase privacy protections for all citizens.
ENABLING HIGH QUALITY, LOWER COST HEALTH CARE CHOICES
House Republicans are committed to supporting policies rooted in free market principles that will increase freedom in healthcare decisions and lower insurance premiums for individuals and businesses.
We will continue to oppose the creation of a state based health insurance exchange, and take steps to end our involvement in Obamacare’s Medicaid Expansion, which is already having a negative effect on our state budget. We will continue to find ways to enable the best healthcare access and delivery possible without unnecessary or unfunded state and federal mandates.
We will continue to work with our Congressional Delegation to ensure our State’s military veterans have access to the care they need, no matter where they may reside, and advocate for a full service VA Hospital in New Hampshire.
